ABOUT ESU
A Century of Educational Heritage – Making Young Voices Heard Worldwide
The English‑Speaking Union (ESU) was founded in 1918 by Sir Evelyn Wrench and is one of the United Kingdom’s oldest educational charities.
ESU believes effective international communication fosters understanding and world peace. In 1957, Queen Elizabeth II granted it a Royal Charter and became its Patron. Sir Winston Churchill and Prince Philip served as Chairmen; now HRH The Princess Royal holds the role.
Headquartered at Dartmouth House in London, its global network runs speaking, debating and cultural programmes to help youth sharpen oracy, critical thinking and confidence in public life.
Today, ESU covers 50+ countries, with over a million young participants. As a flagship event, IPSC offers a platform for global youth to voice views, embrace differences, and forge connections.

The International Public Speaking Competition (IPSC) is one of the world’s most influential English public speaking competitions for young people. Founded in 1980 by the English‑Speaking Union (ESU), it attracts outstanding participants aged 16–20 from over 50 countries and regions each year. IPSC judges include international language education experts and renowned scholars, and winners are often regarded as potential talent for diplomacy, international organizations, or multinational companies. IPSC certificates are highly recognized in global higher education and professional fields. In 2025–2026, over 100,000 students worldwide took part in national and regional selections; ultimately only 47 finalists were invited to London to compete on the international grand final stage for the global champion title.
In 2026, ASEEDER officially became the ESU Macau Representative, introducing the competition to Macau, China for the first time. It is open to students aged 16–20, and the Macau Grand Final champion will be selected to compete in the IPSC Global Finals in the UK. Macao Polytechnic University (MPU), as the co-organiser of this event, provides professional support for the competition, jointly promoting youth education development and international exchange and cooperation.

SELECTION INSTRUCTIONS IPSC
Representatives worldwide are selected through regional or national public speaking competitions. The IPSC Macau, China Regional Selection consists of two rounds: the Preliminary Video Round and the Macau Regional Final. In the Preliminary Round, participants must deliver a speech on the theme designated by ESU.

VIDEO SELECTION COMPETITION INSTRUCTIONS PRELIMINARY ROUND
• PREPARED SPEECH
- Video Duration: 5 minutes. Speeches exceeding or falling short of the required duration by more than 30 seconds may be penalised.
- Speech Content: The speech must relate in some way to the designated theme provided by ESU.
- Amplification microphones may not be used unless required by venue conditions.
- No props or visual aids are permitted; prompt cards may be used.

Gold Award winners in the Preliminary Video Round will advance to the Macau Regional Final.
• Sample Certificate
All participating students will receive a Certificate of Participation. Students who meet the respective award standards will receive an Award Certificate.

Outstanding young people selected worldwide will gather in the UK for a week-long IPSC Global Finals experience. More than a competition, it is an immersive experience combining speech training, competitive challenges, cultural exploration, and international exchange.
From team activities and national cultural displays to impromptu and prepared speech training, and from London visits to the Global Finals, participants will express themselves, understand the world, and connect with outstanding peers worldwide in a real international setting.

Online Preliminary Round – Video Recording & Submission Instructions
A Great Speech Goes Beyond Fluent English
IPSC comprehensively assesses participants across Reasoning and Evidence, Expression and Delivery, Organisation and Prioritisation, and Listening and Response.

VIDEO RECORDING REQUIREMENTSPRELIMINARY ROUND
- Recording Equipment: A high-quality recording device, such as a mobile phone, camera, tablet, laptop, or camcorder. The device must remain stable throughout the recording. Clear and audible expression will be assessed; therefore, external microphones are not permitted.
- Environment Requirements: Participants must be fully visible in the frame. The recording space must be well-lit and clear, with a quiet, non-distracting background. Recording in a bedroom is not allowed.
- Attire: No fixed dress code. Participants may wear any comfortable clothing that allows free movement. No props or visual aids are permitted; prompt cards may be used.
- Recording Requirements: The entire video must be recorded in one continuous take. Once recording begins, it must not be paused and may only be stopped after the participant has finished the full speech. Audio and video must be synchronised. No pre- or post-production editing is permitted. If the Organising Committee detects any signs of editing or splicing, it will be treated as a violation, and the participant’s result will be disqualified.
- Submission Regulations: Participants may not submit the same video multiple times (unless specifically requested by the Organising Committee, e.g., due to technical issues affecting playback). Participants must not share the video on social media or use it for any other competition(whether organised by the ESU or any other organisation).
- Submission Deadline and Method: Submit your recorded speech video and script via the ASEEDER Mini Program by 18:00 on 20 November. Path: ASEEDER Mini Program – Registration Projects – Upload Files.
